India has introduced new rules to ensure that valuable power transmission capacity is used by renewable energy projects that are ready to generate electricity, instead of remaining blocked by delayed projects.
Under the latest order issued by the Central Electricity Regulatory Commission (CERC), renewable energy developers that have secured transmission connectivity but are not generating power will now have two choices. They can either surrender their unused transmission rights or provide a higher bank guarantee to retain them while continuing project development. Developers can also transfer their connectivity to another power project within the same group if that project is already generating electricity but lacks access to the grid.
The move comes as India rapidly expands its renewable energy capacity to meet rising electricity demand from industries, electric vehicles, manufacturing and data centres. However, a large number of renewable projects awarded over the past few years have not yet secured buyers or started power generation. As a result, they continue to occupy transmission capacity that could otherwise be used by operational projects.
According to the regulator, around 15.7 GW of transmission connectivity could be released if unused allocations are surrendered. This would allow new renewable energy projects to connect to the national grid more quickly without waiting for fresh transmission infrastructure to be built.
The new framework is expected to improve the efficiency of India’s power network by ensuring that available transmission lines are used more effectively. If developers decide to surrender their connectivity, the available capacity will first be offered to existing applicants waiting in the same substation cluster. Any remaining capacity will then be allocated through an auction process.
Industry experts believe the decision could speed up renewable energy deployment by reducing delays caused by idle transmission allocations. Developers with ready-to-operate solar and wind projects may benefit from quicker access to the grid, helping them begin commercial operations sooner.
The policy also strengthens accountability across the renewable energy sector. Companies that are unable to move projects forward will either need to release their unused transmission rights or provide additional financial backing if they wish to retain them. This is expected to discourage speculative booking of transmission capacity and ensure that available infrastructure is used by active projects.
India has been investing heavily in renewable energy and transmission infrastructure as part of its clean energy transition. With electricity demand continuing to rise, efficient use of the transmission network has become increasingly important. The latest reforms are aimed at making better use of existing infrastructure while supporting faster integration of renewable energy into the national grid.
