Mumbai Metro Line 13 gets ₹17,725 crore approval as Maharashtra expands regional connectivity

Maharashtra has approved the construction of Metro Line 13, a 25-km corridor that will connect Mira-Bhayandar with Vasai-Virar in the Mumbai Metropolitan Region, in a major expansion of the region’s public transport network.

The project has been approved at an estimated cost of ₹17,724.99 crore and will have 16 stations, according to Maharashtra Chief Minister Devendra Fadnavis. The approval is part of a wider push to strengthen mass transit infrastructure across the Mumbai Metropolitan Region and improve connectivity between its growing suburban centres.

Metro Line 13 is planned from Shivaji Chowk in Mira Road to Virar. The Mumbai Metropolitan Region Development Authority (MMRDA) has already listed the corridor among its ongoing metro projects. Its current project information puts the corridor at around 23 km, while the latest state approval reported by PTI describes the approved project as 25 km long.

The corridor is expected to improve connections across the north-western part of the Mumbai metropolitan region, where residential development and population growth have increased pressure on existing road and suburban rail networks.

The project also forms part of a larger network rather than operating as an isolated metro line. MMRDA’s wider metro plan includes several corridors designed to connect different parts of the metropolitan region and provide interchange with existing and planned lines. Metro Line 13 is expected to strengthen links between Mira-Bhayandar and Vasai-Virar while improving access to other parts of the metropolitan transport network.

The importance of the corridor goes beyond daily commuting. Better public transport can influence where housing, commercial activity and employment centres develop. Improved metro connectivity between Mira Road, Bhayandar and Vasai-Virar could support further urban development in areas that have historically depended heavily on road transport and suburban rail.

MMRDA’s official project documents show that the agency has been working on the Detailed Project Report (DPR) for Metro Line 13. Tata Consulting Engineers has also reported that the proposed corridor includes elevated and underground sections, with 16 stations and a depot planned at Chikhal Dongari in Virar.

The latest approval comes as Maharashtra continues to expand transport infrastructure across the wider metropolitan region. MMRDA’s metro programme includes corridors connecting areas such as Thane, Bhiwandi, Kalyan, Mira-Bhayandar, Badlapur and Virar.

The state government has also approved a revised project cost of ₹10,502.36 crore for the eastern expansion of the Pune Ring Road, another major transport project aimed at improving road connectivity around Pune.

For Mumbai, Metro Line 13 could become particularly important as the metropolitan region continues to spread beyond its traditional core. Connecting Mira-Bhayandar and Vasai-Virar through a dedicated rapid-transit corridor could reduce dependence on private vehicles, improve access to employment centres and support more integrated urban growth.

The project also highlights a wider shift in India’s infrastructure planning. As cities expand into larger metropolitan regions, transport networks increasingly need to connect suburban growth centres rather than simply move commuters towards the traditional city centre.

For the Mumbai Metropolitan Region, the next challenge will be moving the approved project from planning to construction while coordinating land, stations, interchanges and supporting infrastructure.

If delivered as planned, Metro Line 13 could become an important link in the expanding Mumbai metro network and reshape connectivity across the region’s north-western suburbs.
