Gopalpur Industrial Park Builds ₹65,400 Crore Investment Pipeline in Odisha

Gopalpur Industrial Park in Odisha’s Ganjam district is emerging as a major industrial hub for green energy and advanced manufacturing, with a cumulative investment pipeline of more than ₹65,400 crore. Developed by Tata Steel Special Economic Zone Ltd (TSSEZL), the nearly 2,970-acre park is attracting projects across green hydrogen, renewable energy equipment, speciality chemicals, tyres, mineral processing and food processing.

The latest developments include a proposed green ammonia project involving the Odisha government, Japan’s IHI Corporation, ACME Group and TSSEZL. Under a memorandum of cooperation, the partners are looking at setting up a 0.4 million tonnes per annum green ammonia plant along with a jetty-less floating terminal at the industrial park. The project could add another major clean-energy manufacturing and export activity to the region.

Gopalpur is also set to host a major solar manufacturing facility. TSSEZL and Tata Power Renewable Energy Ltd have executed a binding land transfer agreement for a proposed ₹10,000 crore project to manufacture solar ingots and wafers. These components are important parts of the solar photovoltaic supply chain and can help increase domestic manufacturing capacity for the renewable energy sector.

The industrial park has been designed as a plug-and-play manufacturing destination, with internal roads, power and water supply, drainage infrastructure, environmental clearances and multimodal connectivity. It also has a dedicated utility corridor connecting the park to Gopalpur Port, giving manufacturers access to an important maritime gateway on India’s eastern coast.

This connectivity is important for industries that need to move large volumes of raw materials and finished products. Access to a port can reduce the distance goods need to travel by road or rail before reaching export markets. For companies setting up large manufacturing facilities, the availability of land, utilities and transport links in one location can also reduce the time required to start operations.

The investment pipeline is spread across several industries rather than being dependent on one project. Companies including Avaada GreenH2, Ocior Energy, Hygenco, Saatvik Solar Industries, World Green Energy, SRF, ATC Tires and Tata Steel have established or announced projects at the park. This mix points towards the development of an industrial ecosystem where renewable energy, manufacturing and supporting industries can operate alongside one another.

For Odisha, the development could strengthen the state’s position in India’s clean-energy and manufacturing supply chains. Large industrial investments can create demand for construction, transport, warehousing, engineering, maintenance and other support services. They can also encourage smaller suppliers to establish operations close to major manufacturing facilities.

The park’s location near Gopalpur Port adds another layer to its industrial potential. Its combination of port access, road and rail connectivity and ready infrastructure makes it suitable for export-oriented industries as well as businesses supplying the domestic market.

The wider trend is significant for India’s infrastructure sector. Industrial parks are increasingly being developed as integrated ecosystems rather than simply large parcels of industrial land. Reliable power, water, roads, logistics links and environmental approvals are becoming important factors in attracting large manufacturing investments.

Gopalpur’s ₹65,400 crore pipeline shows how this model can bring infrastructure and industrial investment together. If the announced projects move ahead as planned, the park could become an important manufacturing base for renewable-energy equipment and other low-carbon industries in eastern India, while creating a new stream of industrial activity around Ganjam and southern Odisha.
