Maharashtra has approved infrastructure projects worth ₹22,611 crore across the Mumbai Metropolitan Region, combining a major tunnel and elevated road corridor with expansion of the Navi Mumbai Metro network.
The projects were approved by the state Cabinet Infrastructure Committee and are aimed at improving regional connectivity, reducing congestion and strengthening transport links across the Mumbai Metropolitan Region.
The package includes ₹17,036 crore for the Gaimukh-Fountain Hotel tunnel and Fountain Hotel-Bhayandar elevated corridor, along with ₹5,575 crore for Navi Mumbai Metro Line 1A and Line 2.
₹17,036 Crore Tunnel and Elevated Corridor
A major component of the infrastructure package is the Gaimukh-Fountain Hotel tunnel and Fountain Hotel-Bhayandar elevated corridor.
The project includes a six-lane tunnel between Gaimukh and Fountain Hotel and an elevated road section connecting Fountain Hotel with Bhayandar.
The corridor is intended to provide an alternative route for traffic using some of the Mumbai Metropolitan Region’s congested roads.
The tunnel is planned with a diameter of approximately 14 metres and has been designed for high-speed traffic.
The project could improve connectivity between Thane, Bhayandar and surrounding regions while reducing pressure on existing road networks.

₹5,575 Crore Navi Mumbai Metro Expansion
The second major component is the expansion of Navi Mumbai Metro.
The state has approved ₹5,575 crore for Metro Line 1A and Line 2.
The expansion is expected to create a continuous metro corridor extending toward the upcoming Navi Mumbai International Airport.
The planned network is expected to cover approximately 28 km and include 13 additional stations.
The expansion is designed to improve public transport connectivity between residential areas, commercial centres and the airport.
Ridership is expected to rise significantly as the network expands and connects with the wider Navi Mumbai transport system.
Why MMR Needs More Transport Infrastructure
Mumbai and its surrounding urban regions face significant congestion because of high population density, industrial activity and rapidly expanding residential and commercial development.
New tunnels, elevated corridors and metro systems can provide additional transport capacity without relying solely on conventional surface roads.
The projects are also important because Navi Mumbai is developing into a major aviation, commercial and logistics hub.
Improved metro connectivity to Navi Mumbai International Airport could strengthen links between the airport and surrounding urban areas.
A Multimodal Infrastructure Push
The ₹22,611 crore package demonstrates the growing emphasis on multimodal transport infrastructure in Maharashtra.
Roads, tunnels and metro systems are increasingly being planned together rather than as isolated projects.
For the MMR, this could mean better integration between road transport and mass transit while improving access to emerging economic centres.
The combination of a major tunnel corridor and Navi Mumbai Metro expansion represents one of Maharashtra’s significant recent transport infrastructure investments.
