Uttar Pradesh has approved the Sustainable Aviation Fuel Manufacturing Promotion Policy 2026, an initiative intended to attract investment in the production of lower-carbon aviation fuel. The policy forms part of the state’s broader efforts to expand industrial investment and develop new energy-related manufacturing opportunities.
The approval was reported on October 10, 2026, following a state Cabinet meeting. The government aims to position Uttar Pradesh as a manufacturing destination for sustainable aviation fuel, commonly known as SAF. Source: Hindustan Times
What Is Sustainable Aviation Fuel?
Sustainable aviation fuel is an alternative aviation fuel produced from eligible non-fossil feedstocks and processes.
Depending on the feedstock and production pathway, it can reduce lifecycle greenhouse-gas emissions compared with conventional jet fuel.
SAF is designed to be compatible with existing aircraft and aviation fuel infrastructure within applicable technical standards and blending limits. It is not automatically emissions-free, and its environmental benefits depend on how the feedstock is sourced, how the fuel is produced and how the full lifecycle is assessed.
How Could Agricultural Residue Support Production?
Uttar Pradesh has a substantial agricultural economy, creating potential opportunities to convert suitable residues into fuel feedstock. Earlier state policy discussions identified materials such as sugarcane bagasse and rice husk among the resources that could support SAF manufacturing.
Using eligible residues could create an additional market for agricultural by-products. However, the economics will depend on collection, storage, transportation, processing technology and the availability of a reliable feedstock supply throughout the year.
Agricultural residue also has existing uses, including animal feed, soil management and industrial applications. Fuel projects will need to compete responsibly for suitable material rather than assume all crop residue is available for conversion.
What Could the Policy Mean for Industrial Investment?
A manufacturing policy can help investors evaluate the state’s approach to project facilitation and sector development. Potential opportunities may extend to biorefineries, feedstock aggregation, equipment manufacturing, fuel storage and distribution.
Projects will still need to meet applicable environmental, technical, land-use and safety requirements. Investors will also assess access to feedstock, financing, fuel offtake arrangements and proximity to logistics networks.
The policy’s actual impact will depend on its detailed provisions, eligibility criteria and the projects that ultimately receive approvals and reach financial closure.
What Does It Mean for Farmers and Local Communities?
If projects establish dependable procurement arrangements, farmers and agricultural supply-chain businesses could gain another potential market for suitable residues. New facilities could also create jobs in processing, maintenance, logistics and plant operations.
These benefits are not automatic. They will depend on commercially viable procurement prices, fair contracting, environmental safeguards and whether projects operate at the scale originally proposed.
What Happens Next?
The next developments to track include publication of the detailed policy, investor applications, project approvals, financing announcements and construction milestones. For Uttar Pradesh, sustainable aviation fuel could connect agricultural resources with industrial manufacturing and aviation’s decarbonisation efforts. The key test will be whether policy approval translates into commercially viable plants and measurable lifecycle emissions reductions.
Investors and businesses should consult official state notifications before relying on specific incentives or eligibility conditions.
