Odisha plans over Rs 50,000 crore deep-sea port and shipbuilding cluster to strengthen maritime infrastructure

The Odisha government has unveiled plans to invest more than Rs 50,000 crore in a new deep-sea port at Ganjam and a large-scale shipbuilding and repair cluster at Paradip, marking one of the state’s biggest maritime infrastructure initiatives in recent years. The projects are aimed at expanding port capacity, boosting exports and strengthening India’s position in the global shipping industry.

Chief Minister Mohan Charan Majhi announced the proposal while outlining the state’s long-term vision for maritime development. The government expects the investments to improve cargo handling capacity, attract private capital and generate employment across logistics, manufacturing and allied sectors.

The proposed deep-sea port at Ganjam is expected to complement Odisha’s existing ports by accommodating larger vessels and increasing the state’s ability to handle bulk commodities, containers and industrial cargo. Its strategic location along the Bay of Bengal is expected to improve connectivity with major domestic and international shipping routes, reducing logistics costs for exporters and manufacturers.

Alongside the port project, Odisha plans to establish a shipbuilding and ship repair cluster at Paradip. The facility is expected to support the construction of commercial vessels, offshore platforms and specialised marine equipment while creating an ecosystem for ancillary industries. The government believes the project can reduce dependence on overseas shipyards and strengthen India’s domestic maritime manufacturing capabilities.

The integrated maritime development strategy also aligns with the Centre’s broader efforts to modernise India’s port infrastructure through initiatives such as the Maritime India Vision 2030 and the PM GatiShakti National Master Plan. Improved road, rail and inland logistics connectivity to ports is expected to play a critical role in ensuring efficient cargo movement and reducing turnaround time.

Industry experts believe the proposed investments could transform Odisha into one of India’s leading maritime hubs. The state already handles significant volumes of iron ore, coal and other bulk cargo, and additional port capacity would support growing industrial activity across eastern India. Enhanced port infrastructure is also expected to attract investments in steel, petrochemicals, renewable energy and export-oriented manufacturing.

The shipbuilding cluster is likely to create opportunities for engineering companies, marine equipment manufacturers and skilled workers. Demand for fabrication facilities, dry docks, repair yards and component suppliers is expected to increase as the ecosystem develops. The project could also encourage technology partnerships with global shipbuilding companies.

Apart from industrial growth, the government expects the investments to generate substantial employment during both construction and operations. Improved port connectivity is also expected to benefit coastal districts by supporting logistics parks, warehousing facilities and industrial corridors linked to the new infrastructure.

With maritime trade continuing to grow and India’s focus on improving logistics efficiency, Odisha’s proposed deep-sea port and shipbuilding cluster represent a significant addition to the country’s infrastructure pipeline. If implemented as planned, the projects could strengthen eastern India’s role in global trade while contributing to economic growth, manufacturing expansion and improved supply chain resilience.
